911 EMERGENCY TELEPHONE SYSTEMS BOARD

The 911 Board is responsible for assessing and, subsequently, increasing our City’s ability to receive emergency services in the fastest possible time. This board evaluates the newest technologies in communication for use during emergency situations. The 911 Board consists of Chairman Lt. Robert Gibson of E.S.D.A, Chief Gary Kasper of the Fire Department, Chief William Brown of the Police Department, Commissioner Gregory Meinke of the Police and Fire Board, and Assistant Chief Steve Pycz of the Fire Department.

BLOOD AND ORGAN DONATION COMMISSION

The Country Club Hills Blood and Organ Donation Commission is responsible for organizing, promoting, and volunteering at our City's quarterly City Wide Blood Drives. It also promotes the importance of blood and organ donation by making its presence known at various City functions throughout the year.

Members of the commission include Karen Peterson, Linda Zidrich, Staff Liaison Mary Kuta, Sandy Thompson, Sue and Mike Perry and Val Densmore.

CABLE COMMISSION

The Country Club Hills Public Access Cable Commission is responsible for video taping City Council meetings and preparing them for replay each week. In addition to the City Council meetings, the Cable Commission video tapes many of the City’s special events, such as the Santa Fly In and the Memorial Day services, and then edits and airs the footage on our new Public Access Cable Channel (Comcast channel 4 in Country Club Hills)

The Public Access Cable Commission consists of Chairman Carmen Maddox, Commissioners Eric Reiling, Queen Thomas, Eddie Parker, and Christopher Perry. Other volunteers include Lauren Maddox, Christopher Kapelski, Rob Proctor, Zack Thomas, Raymond King, Jonathon Kinkle, and Brittany and Ibironke Omotosho.

CULTURAL ARTS COMMISSION

The Cultural Arts Commission promotes the availability of cultural experiences in the City and the enhancement of our community through the arts. This commission’s responsibilities include cataloging the paintings and various works of art in City Hall and planning the Annual Country Club Hills Art Show.

The Cultural Arts Commission consists of Chairman Andrea White, Commissioners Emma Ellis, Emmanuel Adjieteh, Gerald DeLowe, and Craig Harris.

ECONOMIC DEVELOPMENTAL COMMISSION

The Economic Development Commission meets on the third Tuesday of each month at 7:00 p.m. in City Hall. This Commission promotes and conducts business attraction and retention activities, reviews all development plans for aesthetic and economic impact, and researches new and diverse ways for our businesses in our city to grow and flourish. It also deals with the rejuvenation of tax delinquent, vacant and abandoned commercial properties with the goal of returning these properties to the tax rolls.

The Economic Development Commission members include Chairman Felicia Bates, Jewell Walton, Argie Martin, Noreen Colgan, Marc Turner, Giesela Grumbach, Hollijoy Johnson, Donald Washington, Nicolra Gholston and staff liason Rudy Maybell. 

ENVIRONMENTAL COMMISSION

The Environmental Commission is responsible for many important functions in the City, including sponsorship of the annual Beautification Awards program, Earth Arbor Day program, and Holiday House Decorating Contests.

This commission also provides educational programs and materials to support recycling, reviews and supports environmentally-sound developmental plans for the City, and provides educational programs and materials that support prudent use of land and materials.

Several years ago, the Environmental Commission came together with Mayor Dwight W. Welch in the planning of our beautiful City Arboretum and the development of our numerous city-wide planters, both of which have made our residents more aware of their environment and increased our City's overall aesthetic beauty.

The Environmental Commission members include Chairman Kathie Holiday, Commissioners Maria Lehner, Ray Steed, Rafael Mercado, Curtis Jaynes, Jennifer Denton, Cleo Funches, Onetta Outlaw, and Patricia Hutson.

E.S.D.A.

The Emergency Services Disaster Assistance group, also known as E.S.D.A., is one of the largest groups of its kind in the southern suburbs. Winner of the coveted Governors Hometown Award, E.S.D.A. was formed to give traffic and crowd control assistance to police during various City activities. Their primary objective is to assist during emergencies. They also serve by patrolling the City, checking for vehicle code violations, and assisting police at accident scenes. E.S.D.A. members are volunteers and can be seen serving at City functions such as the Fourth of July Fireworks display, Residents Day, Santa Fly-in, and Memorial Day Service.

EXPLORER PROGRAM

Formed in March,1998, this group of high school and college age students receive various kinds of training from Country Club Hills Police Officers, as well as other Law Enforcement officials. The Explorers learn what it takes to be a Police Officer, including the importance of written communication, the legal implications of law enforcement, and traffic safety.

The Police Explorers can be seen at City functions, such as Residents Day, the Santa Fly-In, and the annual Pancake Breakfast. Their duties include traffic and crowd control, distributing food, and assisting E.S.D.A and Police. Residents may even see Police Explorers raising money for the Country Club Hills Teen Fund. THE FISH COMMISSION

The Fish commission in Country Club Hills is responsible for studying and charting the more-than thirty lakes and ponds in Country Club Hills. With knowledge of the different species of fish inhabiting each of these bodies of water, the Commission encourages clean family fun by working with City, County, and State groups in coordinating City fishing programs.

The members of the Fish Commission are Chairman David Manuel, Commissioners Bob Murillo, Danny Hines, Walter Strothers, and Henry Riggins.

THE HOUSING AUTHORITY

The Country Club Hills Housing Authority promotes fair housing practices. This Commission operates a Housing Acquisition and Rehabilitation Program, which consists of the purchasing, rehabilitation, and eventual selling of abandoned HUD homes. This program has been in existence for ten years and has purchased and sold many homes. In addition, the Country Club Hills Housing Authority sponsors our annual Residents Day event, which promotes Unity within our Community and is attended by thousands of people each year.

Members of the Housing Authority are Chairman Alberta Leak, Commissioners Robert Sanders, Lauretta Conner, Marilyn Davis, and Donald Lavender.

PASTORAL COMMISSION

The Pastoral Commission was formed in 2005 and is the newest Commission in Country Club Hills. Each member of the Pastoral Commission is the leader/director of a congregation that has a building located within the corporate limits of the City. The duties of this Commission include working with community, county, state, and federal organizations to recommend City programs and activities for the further development and enhancement of family and community relations in Country Club Hills. This commission also assists with many of the social service programs in the City.

The members of this Commission include Pastor Dale Davenport of Hillcrest Baptist Church, Elder Eddie Richards of Hazel Crest Assembly, Father Martin Marren of St. Emeric Catholic Church, Pastor Peter Dorn of St. John Lutheran Church, Pastor Howard Kennor of United Christian Church, and Reverend Willie Blackmon from Grace Community Christian Church.

THE POLICE AND FIRE COMMISSION

This Commission is responsible for testing, screening and creating an eligibility list for vacancies in the Police and Fire Departments. Members include Chairman William McCormick, Commissioners Ed Noyes, Gabe Barnes, James Ford, Gregory Meinke, James Craig, and Eddie Martin.

SENIOR CITIZEN COMMISSION

The Senior Commission informs Country Club Hills seniors about health benefits, special programs and special community events for senior citizens. Its members hold an Open House, Health Fair and various other events each year in the lower level of City Hall. This Commission promote services that encourage senior citizens to become more involved and active in our community.

Senior Commissioners include Chairman Daniel Adkins, Linda Braun, Chorine Walton, Charlie Brinson, Samuel Chavis, Jannie Sanders, Marilla Peppers, and Richard Mason.

VETERANS COMMISSION

The Veterans Commission addresses issues that concern military veterans of Country Club Hills and their families. The Veterans Commissioners also conduct research in order to provide information relative to education and burial benefits, as well as civic activities.

The Veterans Commission was also responsible for bringing the Moving Veterans Wall to the City of Country Club Hills. This event was held from August 10, 2005 through August 17, 2005, 24 hours a day, with a large number of the volunteers being veterans. On Memorial Day, the Veterans Commission sponsors the annual Memorial Day service at St. John’s cemetery. In November, the Veterans Commission holds a Veteran’s Day ceremony on the City Campus, with Veterans from all over the community in attendance. Programs such as the Blue Star, the Adopt-a-Flag, and the Memorial Brick, are all sponsored by the Veteran’s Commission.

The Veterans Commission members include Chairman Ernest Powell, Commissioners Ralph Moore, Michael Holtzclaw, and Cynthia Pipkin.

YOUTH COMMISSION

The Youth Commission was created to address the needs of the youth in the City of Country Club Hills. This Commission is expanding at a fast pace and continues to hold events that cater to young people. Over the past year, the Youth Commission held three Family Game Nights, a Talent Show, a Career Skills Workshop and the annual Back to School Parade to kick off Residents Day.

Youth Commission members include Chairman Eleanor McGee-Morales, Commissioners Paula Smothers and LaTonya Walker.

ZONING BOARD OF APPEALS

The Zoning Board of Appeals (ZBA) deals with a wide array of building permits and code concerns. They are prepared to assist any homeowner and/or business with expansion or the building of a new structure. This board also developed the Zoning Ordinance for the City and reviews all requests for relief from the standards of the Ordinance. They also review all developmental plans and provide support to other developmental divisions such as planning and building with Zone Compliance. The ZBA hold meetings on the second Tuesday of every month. ZBA members include Chairman Duncan Guild, and Commissioners Jeri Parish, Henry Wingfield, Vincent Wright, Arthur Mooring, Victoria Jones, and William Ross.
